Move-In & Move-Out Permits in Dubai
The single most common reason a Dubai move gets delayed is not the truck. It is the paperwork nobody started.
Almost every managed building in Dubai requires a permit before a moving crew can bring furniture in or out. Security will stop a crew that turns up without one, and no amount of arguing at the desk fixes it on the day.
The process is not difficult. It is just slow if you start late, because it usually involves your landlord, your building management, and a lift booking that other residents are also competing for.
Who issues the permit
The permit comes from whoever manages your building or community, not from the government and not from the moving company. In practice that means an owners' association manager, the developer's community management team, or the landlord's agent.
Different developers run different processes. Emaar-managed towers in Downtown, DMCC buildings in JLT, Nakheel communities on the Palm and the large management companies in Marina each have their own forms and notice periods. Two buildings on the same street can ask for different things.

What you are usually asked for
Exactly what is required varies by building. This is the list that covers most of them.
The application form
From building management or the resident portal, with your unit number and the move date.
Tenancy contract or title deed
Proof you are the resident, sometimes with your Emirates ID.
NOC from the landlord
Commonly required for a move-out, and often tied to your final bills being settled.
A refundable deposit
Held against damage to lifts, corridors and lobbies, and returned after an inspection.
Moving company details
Company name, vehicle and sometimes crew names for the security gate. Ask us and we will send them.
A time slot
The approved window for using the service lift, often two or three hours, often outside peak times.
How long it takes
Some buildings approve in a day; others want several working days' notice. Treat three to five working days as a safe minimum, and more if you are moving at the end of the month when everyone else is moving too.
A practical order that works: fix your date → ask management for the requirements in writing → settle bills and get the NOC if one is needed → submit the form → receive your slot → tell your movers the slot.
Where moves go wrong
Four mistakes cause most of the delays. Starting the paperwork in the final week, which leaves no room if something is missing. Assuming the new building has the same process as the old one, when it may want a different form and another deposit. Forgetting that you need approval at both ends. And booking a lift slot that is too short for the volume, which turns one move into two.
The last one is avoidable: tell your mover the length of the window before the day, so the crew can be sized to finish inside it. That is exactly what we do on apartment moves.
Villas and gated communities
Villa communities work differently. Instead of a lift booking you usually need the moving vehicle and crew registered at the gate, and some communities restrict the hours trucks may operate. The principle is the same: ask early, and pass the details to your movers.

Questions people also ask
Can the moving company get the permit for me?
No. The permit is issued to the resident, because it is tied to your tenancy and your deposit. We provide the company and vehicle details the building asks for.
What happens if I move without a permit?
Security will normally refuse access to the service lift, and you may lose your deposit. It is not worth the risk for a few days of notice.
Do I need a permit for a single item?
Often yes if it uses the service lift. Ask your building — some allow small deliveries without a full permit.
Is the deposit really refundable?
It is normally returned after an inspection of the lift and corridors. Using floor and lift protection during the move is how you keep it.
